Title 1 doesn't authorize the Federal Government to mandate, direct, or control a State. local educational agencies, or school's specific instructional content, academic achievement standards and assessments, curriculum, or program of instruction.
SEC. 1906. RULE OF CONSTRUCTION ON EQUALIZED SPENDING.
Title 1 can not require equal spending per pupil for a State, local education agency, or school.
SEC. 1907. STATE REPORT ON DROPOUT DATA.
Within a year of receiving funding under Title 1 schools must report data on annual school dropout disaggregated by race and ethnicity according the the the procedures set in place by the National Center for Education Statistics' Common Core Data.
SEC. 1908. REGULATIONS FOR SECTIONS 1111 AND 1116.
The Secretary has six months after the enactment of "No Child Left Behind Act of 2001" to issue regulations for section 1111 (State Plans) and 1116 (Academic Assessment and Local Educational Agency and School Improvement).

SEC. 1901. FEDERAL REGULATIONS.
- IN GENERAL - The Secretary have the right to issue regulations as necessary to reasonably ensure that there is compliance with this title.
- NEGOTIATED RULEMAKING PROCESS - The Secretary shall obtain the advice and recommendations of representatives of Federal, State, and local administrators, parents, teachers, paraprofessionals, and members of local school boards and other organizations involved with the implementation and operation of programs under this title.
- PROPOSED REGULATIONS - Advice and recommendations may be made at regional meetings and through electronic exchanges of information.
- PROCESS - Final regulations should be completed no later than 1 year after the enactment of "No Child Left Behind Act of 2001." Regulations have to follow the provisions of the "Negotiated Rulemaking Act of 1990."
- EMERGENCY SITUATIONS - In emergencies programs do not have to follow a particular instruction model.
SEC. 1902. AGREEMENTS AND RECORDS.
- AGREEMENTS - All published proposed regulations must follow the rule making process of section 1901.
- RECORDS - The Secretary needs to maintain am accurate and reliable records.
SEC. 1903. STATE ADMINISTRATION.
- RULEMAKING - State that receive funds must provide proposed rules, regulations, and policies to the committee in charge. The committee should minimize the number or rules, regulations, and policies for local school districts. The committee is also responsible for consolidating funding.
- SUPPORT AND FACILITATION - Rules , regulations, and policies are made to support children in meeting challenging State academic achievement standards.
- COMMITTEE OF PRACTITIONERS - States who receive educational funds must create a committee to advise and carry out responsibility.
- MEMBERSHIP - Committees must include a majority of local representative for educational agencies, teachers, parents, school board members, private school representatives, and pupil services personnel.
- DUTIES - Committees are responsible for reviewing proposals before publication and review emergency regulations before they are finalized.
SEC. 1904. LOCAL EDUCATIONAL AGENCY SPENDING AUDITS.
- AUDITS - The Comptroller General of the United States must review at least six local educations per fiscal year to determine the use of funds, including: academic and core curriculum spending, payment of janitors, utility and maintenance services, vehicle leases, and payment of attendance of professional development conferences.
- REPORT -The Comptroller General has three months to issue audit reports to the Committee on Education, the Workforce of the House of Representatives, and the Committee on Labor and Pensions of the Senate, Health, and Education.
