Use of Tile 1 Funding
Fiscal Requirements
- Title 1 Funding are used only to supplement the funds the school would have without the use of this Federal Fund
- Title 1 Funding does not require a specific instructional method or instructional setting that must be used.
- Funds must be used to provide services similar to schools who are not receiving extra funding.
- Local educational agencies have to use funding to provide comparable services to all agency school who qualify.
- To qualify schools must submit an agency-wide salary schedule, equivalence in of curriculum materials and supplies, and a policy to ensure equivalence of teachers, administrators, and staff to each school.
- The instructional cost per pupil from State and local funds.
- Agencies receiving Title 1 funding must develop procedures for compliance and update records every two years.
- Local education agencies may exclude local and State funds that are used for language instruction programs and costs for the services provided for students with disabilities.

Qualifications For Paraprofessional Supported Through Title 1 Funds
- The school must be composed of 40% or more students from low income families.
- All children are eligible to participate in programs and have access to additional resources.
- Title 1 funds are supposed to be used to supplement the funds the school already had before the additional Federal aid was provided, including funds for students with disabilities and limited English proficiency.
- Funds may be used for Professional Development.
- Schools must complete a comprehensive list of all school needs for the fiscal year.
- Title 1 funds can be used for schoolwide reform strategies such as, extended school year, before and after school programs, summer school programs, strategies for meeting historically under-served populations, and to strengthen core academic programs.
- Tile 1 Funding can also include counseling, mentoring, college and career awareness and guidance, and vocational or technical education programs.
- Instruction is to be provided by highly qualified teachers.
- Funding can be used for strategies to attract highly-qualified teachers of schools with a high needs population.
- Funding can be used for increasing parent involvement.
- Title 1 funding can be used for instructional programs to improve student achievement.
- Provision of additional assistance to students who struggle mastering the proficient or advanced levels of academic achievement.
- Incorporate Federal, State, and local services for violence prevention programs, nutrition programs, housing, programs, Head Start, adult education, job training, and vocational and technical schools are also services covered by Title 1.
Schoolwide Title 1 Plan Requirements
- Paragraph explanation of implementation.
- Description of resource use.
- List of educational agency programs that will be utilized.
- Description of individual student academic assessment results and information to parents in a language parents will understand.
- Plan is developed in a one-year period.
- Develop a plan that included parents, teachers, principals, and administrators, technical support, school staff, and if appropriate students
Targeted Assistance Schools Funding/Guidelines
- Ineligible for schoolwide assistance.
- Children under 21 are entitled to a free education through 12th grade.
- Students are eligible for targeted assistance if the school identifies them as failing, at high risk of failure, and students who are not meeting State academic achievement standards.
- Children who are economically challenged, children with disability, neglected or delinquent, homeless children, and migrant children with limited English are all eligible.
- Funding should be used to help qualifying children meet State's challenging student academic achievement standards.
- Planning for these students must be incorporated into existing school planning.
- Instructional strategies must be base on scientifically based research and it needs to strengthen the core academic program. This include providing extended learning time, accelerated high-qualify curriculum, and students should be removed from class as little as possible during school hours.
- Instruction is provided by highly qualified teachers.
- Funds and sufficient resources should be used for Professional Development for teachers, principals, and others work with students who qualify for targeted assistance.
- Increase parent involvement through strategies such as literacy services.
- Integrate Federal, State, and local services for violence prevention programs, nutrition programs, housing programs, Head Start, adult education, job training, and vocational and technical education.
- Providing additional assistance such as before and after school programs, summer school, and training teachers to identify students who need additional assistance.
- This does not prohibited providing services to to students similar educational needs in the same educational setting when appropriate.
- Funds can be used for health, nutrition, and social services if there is not another fund established for these things.
Qualifications For Paraprofessional Supported Through Title 1 Funds
- Paraprofessional must have completed at least two years of higher education, obtained an associates degree or higher, or demonstrate through a formal State or local assessment that demonstrates the ability to assist in instruction of math, reading, and writing,
- Exceptions to this include paraprofessionals who functions as translators for students or paraprofessionals who only serve as conducting parental involvement activities.
- Paraprofessionals funded by Title 1 can be assigned the following responsibilities: one-on-one tutoring (cannot be during instructional time provided by teacher), assisting in classroom management and organization, assistance in computer lab, parental involvement activities, support in library or media center, or they may act as a translator.
- Paraprofessionals may only proved instruction to students under the supervision of a teacher.
- Funds may bu used to provide ongoing training to paraprofessionals.
- Schools who receive Title 1 funding must use at least 5% of funding a year on paraprofessionals.
