Title 1, Part A: Improving Basic Programs
This program is designed to help disadvantaged students meet the high academic standards. Assistance can be school-wide or targeted to specific students. School-wide funding is reserved for high poverty schools. In order to qualify for school-wide funding the school must have used Title 1 funding to upgrade the educational program for the school. Targeted assistance is reserved for students who are failing or students who are at the greatest risk to fail.

Title 1, Part D: Prevention/Intervention for Neglected or Delinquent Children
This program provides funding state agencies and local institutions who help neglected or delinquent students. Funding can be used to increase academic performance, help students transition to regular school from an institution, high school completion, and prepare for future education and employment. The amount of funding agencies receive is based on the number of institutionalized children.
